Can Anyone Help Me Identify the Title of Movie?

Hi Everyone,
I only remember bits and fragments of this movie as a child; but, I hope you fans can help:
It's the end of the movie/skit...
An old man looks at a picture. He speaks to some other people in the background about how this picture gave his wife a sense of peace. I remember that line "sense of peace". He called it a "birth certificate".
Others comment that half of the city has been destroyed, but the other half was not. [One man mentioned that in a gleeful way]
The old man becomes very happy at something, I forget what it is. He says he found his wife's "birth certificate".
